Despite what some manufacturers claim, no piston (reciprocating) compressor is designed to run 100% of the time. It should be sized to produce enough CFM to cycle as designed.

I'm looking for an upright wheeled portable compressor with an aluminum, stainless, or other rust-free tank that produces at least 5 cfm at 90 psi and that won't trip a 15-amp breaker if used with an extension cord.

Answer
All the compressors we sell have steel tanks. The tanks will last for many years if the accumulated water is drained after each use.
Extension cords are not recommended for use with air compressors. Using longer air hose with the compressor plugged directly into a dedicated 15A (20A preferred) outlet will eliminate breaker trips.
